Twin development question




I have twin boys who will turn 3 in March. One of them is speaking in whole sentences and the other doesn't speak much at all. People tell me not to worry because maybe his brother is talking for him, but they don't seem to be as close as I would have thought. Is this a normal occurance, or should I have him checked out?
