Tantrums in 7 month old twins

I live in Nova Scotia, Canada. My husband and I have 7 month old
twins, a boy and a girl. Our son has what I can only call temper tantrums...yes, I know at 7 months:). He will have a clean bum,
a full belly and just had a two hour nap and will be playing with
me and his sister when suddenly he will start to cry at top volumne
and pound his little feet and hands on the floor. There is nothing medical going on. He is teething of course but I am sure this is
not the catalyst for the melt down. It can last 10 minutes to 20 minutes and after that is constantly in a half cry/half okay state
of mind. Do you give a time out to a 7month old? I have tried
distract distract distract but most times that won't work. Any suggestions?
