A picture is worth a thousand words!

I have 10 month old twin girls. One is larger and heavier, and has started biting, scratching and pulling down the other. No toys are involved, she is just playing ruff. She does not do it in anger. I have been pulling her off and telling her no bite, and if she does it again, I move her into another room. But she keeps coming back and trying to bully again. This has been going on for about 2 weeks. Any advice would be great!
