"good" twin and "bad" twin

We have boy and girl twins- and from birth the boy was quiet and shy. Our girl is more outgoing and loud. Now that they are 19 months old, our girl is snatching more things from the boy. She's hit him a couple times, pushed him away from toys, etc. Our boy cries SO much sometimes. When other kids do it to him - he just walks away and "takes it" - but throws a FIT when our girl does it. For a while, we really thought that our girl was really picking on the boy. But I talked to a childhood expert the other day and she had a theory that the boy might be playing into the attention he's getting when the girl snatches a toy or throws a ball at him or pushes him. I don't want to play favorites, but can't have my little boy afraid of my girl... but don't want to create a bigger problem by making the girl the "bad" girl and letting the boy get away with playing us. Do you have any thoughts on this?
